On 12/13/2023 Carteret County Sheriff’s detectives charged David Ray Willis, 57, of Atlantic, NC with two open counts of murder in the deaths of Philip Raymond Fulcher and William “David” Fulcher at their home in Atlantic in August of 2022.
Willis was taken into custody in December of 2022 following the execution of a search warrant on his residence at 103 Bert Rd in Atlantic. He has remained in custody on a one-million-dollar bond on ten counts of third-degree exploitation of a minor.
The investigation was led by Sheriff’s Detective Sgt. J.C. Hawks with assistance from the NC State Bureau of Investigation (SBI), US Department of Homeland Security Investigations (HSI), Onslow County Sheriff Office CSI, Brunswick County Sheriffs Office, Carolina Beach Police Department, NC State Crime lab, and the Carteret County District Attorney’s Office.
Willis is being held without bond and is scheduled for his first appearance this week.
